Change roles without email notification?

I looked around and don't see this feature, or maybe I overlooked it. So I'm asking here in case I missed something. Is there a way to alter a user's roles without email notifications going to the user?

I have decided to consolidate 3 roles into one, and so I want to switch all the users from the old role to the new one. But I also know that whenever a user's account changes, that user gets an email. I don't really want some subset of 70 users reaching out to ask me why. It would all be completely transparent, except they get the email.

Is there any way for someone with the administrator role (me) to make these changes without users getting emails? I assume the answer is "no" but figured I'd ask. If not, I'll proceed with the changes and just make a feature request via usual methods.
