The underlying API (/survey) requires a page refresh in order to show the updated data in the tree. Only when the API is called, will the new data be fetched and rendered on the screen. As I mentioned you can edit only system.categories If you are not able to, this could be permission issue. I don’t see it. You would need to custom create it then. You can also submit a feature request or speak to your Customer Success Manager (CSM) to find out where it is in LM product development roadmap.
