LogicMonitor Windows Collector Upgrade Failing

I've attempted to upgrade our Windows based collectors and all are failing with the below error.  I've looked over the directory permissions and don't see where it's being restricted.  Any insight ...

I've had this on a collector where the installation was on D:\ rather than C:\ - ended up just downloading and reinstalling the collector. I did log this with LM support in the past and they just said it doesn't like being on a drive other than C.
