The following works for me: 

> $Issuer = "CN=UCLA Health AD Certificate Authority-CA1, DC=ad, DC=medctr, DC=ucla, DC=edu"
> (($Issuer -split ",") |? {$_ -like "CN=*"}) -replace "CN="
