Ops notes don't show up on graphs unless the ops notes pane is open

The ops note marker should show up on the graph regardless of whether or not i have the pane open. This is not how it worked in uiv3 and is not preferred. I’d rather see the ops note marker then either click on the ops note to see the details or pop open the ops notes pane and read the details there. I don’t want to have to take up space on my screen with the ops notes pane just to know that there are ops notes.
