Allow Comments in ''Manage Alerts and Thresholds'' UI

Discussion interactions are currently paused.

We configure overrides to default thresholds and disable alerting on many datapoints, whether at the host level or group level. It would be beneficial to allow us to note the reason for this or make reference to a ticket# within the UI. With so many overrides configured, we forget the reasons and who asked for them, and may make mistakes when altering or removing the overrides. Please enable a comment field for each datapoint in the \'\'Manage Alerts and Thresholds\'\' UI.

Also, having a report available pulling these comments would be awesome, for this would allow generating documentation on all the customization applied on the fly!
