Hi Lewis, 

The behavior for drag and drop has been improved in in the new Resources UI (UIv4). When you attempt to drag and drop resources/groups while on Resources UIv4, you should receive a prompt to confirm that the change is intended. Here’s how the prompt looks like from my personal portal:
