Is this possible to change the polling rate of a particular DataSource by logging onto the Collector and editing the Agent Config?

    No, that's not done on the Collector at all. It's done in the Datasource in the UI.

    is it possible Report output can be delivered to third-party systems via web hook?

    Not out of the box. Email delivery is the only option. You'd have to look into an external system that would listen for the email and do the web hook.
