Empty Recipient Lists possible? Best practices?

Is there a way to simulate an empty recipient list, without overloading LM?

I want to make a recipient list that at any time could send to one or both of TWO integration points, but also neither. But I can’t save an empty recipient list. I could send to a dummy email or something, but I am wondering if there is some other best practice people use for this?
