TLS 1.3 Support for WebChecks

When creating a WebCheck on a site using TLS 1.3 for its connection encryption we are receiving the following error: Cannot establish connection due to SSL issue encountered. Need to have TLS 1.3 supported for WebChecks as we are updating our sites with newer security and if TLS 1.3 is not supported we can only use Ping Checks for the site monitoring.
