Default password for new users

When we setup a new user we have to fetch our default password from a secure password store to input into the new user form. We would like the ability to set a default password that is stored globally in our LM instance and is auto set for new users when this default password is available.  A token needs to be made available exclusively for use in the new user welcome email template so that it can be sent to the new user.
