add chrony monitoring support

We have a few newer systems we are monitoring that use chrony, not ntp.  We were able to setup a DS to monitor chrony if we install the package on the collector, but this limits us to Linux collectors only (runs "chronyc -h ${host} -p ${port} tracking").

Please add support for this either via Groovy or via a binary on both Linux and Windows.
