add "alert pending" status

It would be very helpful to know that a datapoint alert is pending, meaning it has started to accumulate failed checks internally but has not yet reached the consecutive fault threshold for the datapoint. Bonus points if that data could be exposed so we could generate alerts on how many times this has happened in the last N minutes to detect unstable datapoints.
