Sub-second response thresholds for service checks

We have the need to ensure our URL checks return under 500ms. Maybe new thresholds like 50, 100, 250, 500, and 750 milliseconds would be beneficial for everyone... or however you guys want to do it...

For the ping check, we do check response within 200 ms (although we dont tell you this anywhere). The check interval is solely how often you want us to send those packets, if we dont get a response in under 200ms per packet the check will fail.
