simplify disabling syslog listener

As of this point, the syslog feature in LM is not working very well, it would be appreciated if it was easier to disable the on-by-default listener.  I know it can be done with manual edits of the collector config, but I would prefer either off-by-default or a simple checkbox to enable/disable.
