Reporting on Alert Start and End Times

I'm going to apologize up front, because this has to be a common enough request that the answer is already documented, but I sure can't find it.  I need a report that shows the start and end times for a Data Point to match a condition or if it is easier for an Alert to fire.  We monitor the ability to login to an application.  If the login is successful we get a 1 back, otherwise a 0.  I can track total time that the login was unsuccessful and report on it easily, but I need to see a report that shows the start and end times when an alert went to 0 and came back to 1 on a report.  I can see where the API could do this, but is there nothing available in the reports?
