Modify the Add a User process (PWD requirement)

When adding a new user to LogicMonitor, the admin must create a password. the only way that the new user can get the password is if the admin e-mails it to them - however there is no indication that this needs to happen.

It would be better if the Add a User process created a randomly generated, time bombed password that is sent with the e-mail to the new user.
