Folders for Datasources with Role Based Access Control

Basically what was made available for dashboards in the previous release, but for datasources! The user with permission on a folder of datasources would not have the ability to change any other settings i.e. would not need the \'\'view/manage settings\'\' permission to be able to make changes to the datasources they have access to.
