fix dashboard tokens to support all widgets

Currently, dashboard tokens cannot be used in all widgets (e.g., alert widgets), or they are not overwritten in all widgets if there is support (e.g., table widgets).  For these to be useful so a clone results in correct results, all widgets must support tokens.
