Feature: Collector alerts are treated the same as other alerts

Have Collector alerts flow through the normal alert UI where they can be ACKed. When \'\'\'\'Enable Alert Delivery\'\' is unchecked this should also disable Collector alerts. Disabling Collector alerts during maintenance is a pain.
