Enable dynamic groups in services

I would like more dynamic groups in the Services module, which would allow easily manageable granularity in alerting. For devices, we use dynamic groups based on custom tags on the devices and then route the alerts based upon these dynamic groups. I'd like to do the same in Services.

e.g. Product A in Production goes to on call, Product A in Dev goes to Product A email distro
