Ability to set devices to unmonitored at the group level

I would like to have the ability to set devices as unmonitored (and therefore not incurring charges) at the group level. I am using netscans to discover devices, but we automatically place them into a non-alerting subfolder under the team to which the subnet belongs. Unfortunately, even with alerting disabled, I am unable to avoid the charge for these devices which may or may not be requiring monitoring. Sometimes devices sit here for a long time before they are moved into a appropriate subdirectory and alerting and monitoring is configured.
