Ability to override custom/datasource level alert templates with the global template

We would like the ability to override any custom alert templates, or datasource level alert templates, with the global alert template. We are finding that some datasource templates do not have the alert severity in the subject line. We'd like to have this ability so we do not have to change every datasource alert template individually to include this information in the subject line.
